In the book, he caused the death of a grown man during a 'fair' in Derry, caused a fire & masacre at the Black Spot [a bar where the victims were all adults], and also took countless children away from their short lives & loving families.
I don't think "IT" is just an entity that reads your minds and takes the shape of things you're afraid of [a tallus/taelus basically as described on pages 641 - 644]. As foreign as this word sounds, that basically is what "IT" is, but it wasn't just seen by children neccessarily; mostly just *anyone* who simply believed what they thought/said to combat "It" [or die by "It's" hands & be stuck in "It's" deadlights forever].
I'm a little unsure what the Deadlights were really supposed to signify, but I may be looking into it too much. It may be one of the supernatural/fantasy aspects that weren't meant to be looked into.
